Jurisdiction: all government servants uncluding, PM, Gr a,b,c,d employees...; institutions fully or partially financed by Government but not aided institutions... 4. Power of suprintendence and direction over all investigative agencies including CBI 5. fixed timelines for preliminary enquiry, investigation and trial 6. special courts to be set up
